Hello from Barnstaple Town Council and a warm welcome to our July Newsletter.
Newsletter We were all deeply saddened to hear of the recent death of Councillor Valerie Monk. ‘Val’ was first elected to Barnstaple Town Council in 1995 and served the Forches ward and the community of Barnstaple with great passion and commitment. She was our longest serving Councillor, devoting 29 years to Barnstaple Town Council. We are very proud of her achievements and her dedication, and she will be greatly missed. We have sent our deepest and heartfelt condolences to her family and friends at such a very difficult time.
BREAKING NEWS
We are now also able to confirm that our new Deputy Town Clerk is Jessica Foy. Jessica will be starting with the Town Council in September and we very much look forward to her taking on this pivotal role. Having our new Deputy Town Clerk in place will make a great difference in the work of the Community Development and Environment Committees, and will add support to the strategic development of the Town Council and our relationship with residents and our partners.
News
As we were in pre-election mode during June, our last Newsletter focussed on the 80th anniversary of D-Day. Thanks to those who gave feedback on that edition. Some commented that it was a fitting tribute to the crucial role the Normandy invasion played in allowing democracies to prevail in the western world, and most salient given it was election time.
As we move on, we are all back into the swing of things post-election, adapting to the new political landscape and carrying on with Council business as usual, on civic, cultural and environmental fronts.
Regarding the Guildhall renovation, the windows in the main chamber have now been repaired and are being repainted. Works to replace the ground floor render on the High Street is underway. Just a note on this, as it may look like little is happening whilst this work takes place and most of the scaffolding remains in situ. However, it takes some considerable time for the render to dry before any further progress can be made. The project as a whole is currently working towards completion by early September.
Our new Mayor Janet Coates will be continuing with the regular Mayor’s column in our local press, which we will also publish in our monthly Newsletters. See below for further details… We’d like to offer a warm welcome to our new Estates Manager Wayne Palmer. Wayne will be joining us shortly and we are all looking forward to working with him.
Heritage Team
It’s a quiet time for current events on the Heritage front, but an extremely busy time for future planning.
The biggest project on the horizon, and it’s not far away now, is ‘Railfest’. This is a major exhibition for us where we will be celebrating the 170th anniversary of the Barnstaple to Exeter Line. There will be two exhibitions at The Guildhall including an array of rail related displays. These will take place between 1st and 5th August and highlight the history of the rail travel in North Devon. On the Sunday and Monday there may also be a Victorian Fete in the Pannier Market. On the 21st September, which is also Carnival Day, we have something a little different planned in The Guildhall. Representatives from the University of Birmingham and the University of Exeter will be holding a display and consultation on ‘Lab Grown Meat’. It sounds quite fascinating and is bound to spark interest and questions from many local residents. We we will post further details on facebook in due course.
The Heritage team would also like to pass thanks on to local production company Gavel Productions who put on the play ‘False Witness’ at Theatrefest last year. We assisted them with some of their production requests at The Guildhall and as a quid pro quo they agreed to organise the filming of one of our own Mock Trials. Through their links they have arranged for the Bristol School of Film to come to The Guildhall to record our Heritage play. This will take place on 23rd September, and is something we are all very much looking forward to.
Community
Whilst work on the Guildhall continues, regular weekly Wellbeing Wednesdays will continue as normal at the library. We are currently reviewing the future of our monthly Community Cafes. They will be returning, and fresh plans are being discussed. We will update you soon via our website, facebook and future Newsletters.
The Food For Thought project includes regular cooking sessions at Bideford and Barnstaple Youth Centres, facilitated by Space Youth Services. As part of this initiative, our community team members Rosie and Ella have engaged in Learning Sessions alongside researchers and peers from other projects funded by the Community Knowledge Fund. These sessions have allowed our Community Developers to connect with peers who share our funding, facilitating the exchange of best practices, experiences in community development, and collaborative efforts on projects vital to our communities.
We’ve recently been liaising with DCC regarding the future of children’s centres and family hubs. A consultation took place earlier this month regarding how all interested parties can work best together to secure these services. We will report further on the matter in due course.
We will be attending the North Devon Homes Summer Fair on 31st July. This will take place at Park School between 11 am and 3 pm. The Fair is for all ages, children and adults. There will be face painting, a bouncy castle, donkey rides, a mini petting zoo, party games, bingo, a tombola, and plenty more besides. The team have also liaised with partners experienced in giving advice, and this will include financial and cost-of-living support from the money matters team. We will post further details about the event on our Facebook page.
Barnstaple Repair Cafe team offered a carnival-themed sewing skills share in The Pannier Market making bunting and flags along with the opportunity to make rainmakers/shakers from items which would otherwise have been discarded. Mrs Recycle had a selection of cardboard tubes and vinyl kindly donated by local factories which made bright and effective shakers. Thanks to the skills of our Repair Cafe volunteers people were able to have a go at sewing decorations onto flags and contribute to long streams of bunting being made from unwanted tents donated to Plastic Free North Devon. All this, to the sound of Black Wall Street’s drumming workshop which gave a wonderful carnival atmosphere. The next Repair Café is scheduled for Saturday 20th July and then the third Saturday of August, October and November. Unless otherwise notified these will be held at the Library.
We have also received an invitation to notify you of a Community Conversations event to meet the new Devon & Somerset fire chief Gavin Ellis. This will take place online on Wednesday 17th July between 12 midday and 1pm. Gavin will be providing updates on local rescue services, discussing his role, and outlining his vision for the future of the service. There will also be a firefighter talking about their role and answering questions. August sees the return of the ever popular North Devon Show. It’s a fabulous opportunity to experience the culture and heritage of our region, featuring livestock, equestrianism, dog shows and various programmes of entertainment. There’s also a live music stage through the day. The event is scheduled for Wednesday 7th August at Barton Farm, Umberleigh. So many of our residents and businesses attend and all will be hoping that the freak weather of early August 2023 was one of those once in a decade events.
Also, just a note to confirm that the North Devon Food Festival is scheduled to return to Barnstaple in October. It’s not an event we organise but it’s another that many of our residents enjoy. Any local food and drink producers who are interested in applying for a trade stand should seek out further details via the North Devon Council website.
The North Devon Academy of Music, featuring the Barnstaple Choir and Orchestra invite you to ‘an evening of summer music’. This will take place at Christ Church, Bear Street, on Thursday 18th July. Organised by the local Lions Club funds will be raised for North Devon Hospice.
We are aware that Barnstaple Sea Cadets are looking for adult volunteers. They would like contact from anyone who has skills and knowledge to offer, with a desire to ‘give back’ through enhancing young people’s lives. Their volunteer roles are flexible in terms of commitment and offer a ‘friendly, supportive environment and accredited training in various related areas.’ Anyone interested can find further information via www.sea-cadets.org/barnstaple

Rangers and Environmental
Two sections of Rock Park pathway are due for resurfacing in early August. This includes a section near the play area which is prone to flooding, with measures in pace to help prevent this in the future. Work is also planned on the path that runs parallel to New Road (opposite the Park Hotel). This may cause some disruption, but the contractor is experienced in working around spaces occupied by the public. The work areas will be properly fenced off to ensure safety at all times.
Thanks as ever goes out to Barnstaple in Bloom [BiB] as their volunteers continue to work with us, and independently, to keep our town looking spick and span. There are some beautiful hanging baskets around the Queen’s Theatre. Many have also noted how resplendent the Strand has been looking recently and much of that is down to their hard work. They have also been helping out along Litchdon Street at the Rock Park end, cleaning and tidying overgrowth etc.
A new ‘Barnstaple Town’ sign has been erected in one of the flowerbeds, courtesy of the Tarka Rail Association via funding from the Wayfinding Project. It’s part of a wider scheme to create a railway heritage border along The Strand, where the old rail line used to run. Our town ranger Tim Steer has been volunteering additional time on this. So too it seems has his dog ‘Ozzy’ who is pictured below. If he was waiting for the 2.30 from Bideford someone ought to have told him it might be a while yet!
After an operation lasting many months, all of the town centre bollards have now been repainted. Working in collaboration with BiB, each bollard will have gold reflective tape over the basic black livery. This is after consultation with the RNIB who advised on best practise for helping those with sight impairment.
Judging is imminent for the ‘In Bloom’ awards. A few weeks back six planters on the High Street were planted up and are now looking great. Our estates team have been regularly watering them so they will look in fine fettle for judging day. A big thanks goes out to all who are helping to get the town as ship-shape as possible for judging day.
We’ve been invited by the North Devon Coast National Landscape [NDCNL] to share their summer events calendar and are more than happy to do so. Their project ‘Finding Nature’s Footprints’ runs free events for individuals in helping to survey and record local wildlife, as well as carrying out practical conservation around our local coast.
The events will help NDCNL build a better picture of North Devon’s natural environment. All are welcome, with a variety of activities scheduled. Additionally, there is a specific ‘young environment group’ for ages 15-25 aimed at ‘developing skills, knowledge and experience whilst socialising with like-minded individuals.’ Any young person seeking a career in the environmental field should find it really helpful. We have been notified by Wales & West Utilities that some major gas works are scheduled to start this month and run through to early autumn. We don’t have specific details regarding the works other than they involve replacement of gas mains pipes, but are told they are ‘essential’ and will affect Barnstaple town centre. We understand the need to upgrade our town’s infrastructure and are ensured any inconvenience will be as minimal as practicable. A spokesman for Wales & West Utilities said, “Our role is to transport gas to homes and businesses throughout Wales and the southwest of England. In Barnstaple we will be upgrading to longer lasting pipes, which is essential to keep the gas flowing to homes and businesses in the area. We will do all we can to ensure our works are completed as quickly and efficiently as possible”.
