The Town Council took over responsibility for maintain grassed and planted highway verges, and highway weed spraying in Barnstaple parish in April 2016. We already maintained a number of planted areas, including The Square and the town’s parish paths. 
Grass verges are cut six times each year  
The planted roadside areas are maintained on an ‘as and when needed basis’ rather than scheduled. 
Most of this work is carried out by contractors, but we also employ two members of staff who look after The Square, and who supplement the contracted works. These two officers also carry out individual ‘clean up’ projects, and collect litter as they travel around the town. 
Our formal responsibility is for highway verges and roundabouts within Barnstaple, and for Rock Park. Other public areas are maintained by North Devon District Council (for example other parks, The Strand, and some parts of the river bank). The District Council is also responsible for street cleaning in Barnstaple. Other significant owners of publicly available land in the town include Devon County Council and North Devon Homes. Our commitment is to make Barnstaple’s roadside areas look respectable, and we rely on the community to add to that work so that the cost to the taxpayer is kept to a minimum. We have established a very successful sponsorship scheme called ‘Get Barum Blooming’, under which some 25 areas are maintained by local businesses, community groups and individuals.
